I have the exact same issue. I would think that taking off the front bumper fascia wouldn't be too difficult, especially if you have a Haynes manual to show you exactly where are the connecting points are. It would be my assumption that aside from any screws, there are probably a few of those plastic retaining pins that you just push in, and that the sagging is due to them wearing out and getting loose. This is just my opinion, what do you think? Anyone else got any ideas? I was going to try and take care of mine this summer, thanks for bringing up the issue!

you can loosen said bolts, lift and tighten...i hate that the lines dont actually line up on our truck

Thanks for the link, not only does his truck look awesome, but I had no idea 20's with low pro tires could look that good on our Dak's. Makes me think about new rims totally differently.
