I just looked it up, I think it's just a messenger like chirping or push to talk. I don't think there's any way to make the two technologies work together without a middleman. Like wifi calling still uses cellphone tower, eventually.

A cb radio app would have to use a CB radio, eventually.

There's no smartphone with radio transmitters in them so you definitely couldn't talk on it like a CB. Some have FM tuners and can pickup FM radio which operates from 87.8MHz to 108.0MHz. CB radio operates around 26MHz to 27MHz so it might be possible to create software to pickup those frequencies but I doubt that the tuners in most (or all) smartphones could be tuned that low.

I did a quick search on my phone and found one called CB Radio Chat. It sorta works like a CB but it is all online so u could be chatting with someone across the country and it doesn't actually pickup/use any CB channels.

I dropped my CB off at the UPS store today for a refund... that thing had some serious electrical problems. I will spend a little bit more and get a Cobra cuz they seem to have a great reputation.

Is it possible to cut the wire from the CB antenna and reattach it? Does anyone know what type of cable it is (coaxial, etc)? I know that I could cut and reattach it, but will that screw up the reception and stuff? The reason why I want to do this is because the connector on the end is massive and doesn't fit through a lot of the places that I would like to run the cable (through the dash). I might also shorten the cable a little bit.
