Best performance for 1,600

Cold air induction, Superchips programmer,
slightly more difficult stuff;
Fastman throttle body, replace clutch fan with e-fan, 180 degree t-stat, highflow muffler and resonator deletion
hard stuff;
HO cams, 3.92/4.10 gear swap
If you do ALL the labor yourself, you can get this for 1600 i think.
If you drop the cams from the equation than you can get a full cat-back exhaust system installed or a highflow cat true dual exhaust if you install yourself. you can also devote cash to headers too.
1600 won't get you everything, but it's an awesome start. gives you flexibility. If I had 1600 for just performance mods, I would do all the simple stuff, all the "slightly more difficult stuff" and scratch the HO cams and gears for a full blown true dual exhaust with headers and highflow cats. I would then wait for more cashflow then do the hard stuff.
This info will vary a lot, so I would wait for others to respond. Most of them know more than I do anyways

If I had $1600 and a stock truck I would do HO cams, 39# fuel injector, high flow cats & aftermarket muffler, take out the resonators, efan, 180 t-stat, and A custom tune from Hemifever. I don't know about the fastman throttle body some of the guys on here have had idle problems with them and then some guys haven't. Oh and a cold air intake

the exhaust is already done, its the only thing done to the truck. I have a magnaflow muffler with a turn down right before the rear axle and the resonators are removed.
Also I will be doing all the work and the complexity of the work does not really matter because I am a mechanic for the military.

HO cams with professional install would take most of that $1600 up from what I have been told. If you can do it yourself, then add the true duals with high flow cats and an sct tuner with custom tune and the 39# injectors. Maybe could squeeze the efan, 180 t-stat and the bored throttle body (I recommend Hipotek) if you could find some deals on them.

Since you have a bunch of cash I would start with the more expensive upgrades first. Gears will give the most immediate effect, followed by cams and a SCT/superchips tuner. I recommend superchips for the torque management.
If you do all the work yourself i can be done for under $1600.
Then when you gets funds again you can do the hhr e-fan, CAI, ported throttle body, and exhaust.
