I hope the OP mentioned whistle tips just as a joke!
How much power is lost due to the increased back-pressure?
I would argue that they ARE illegal for disturbing the peace or excessive exhaust noise.

Alright... as requested here are some vids and still shots of the new toys:
As a comparison I took vids of both the stock R/T exhaust and the new Magnaflow catback. NOTE: Please make sure you are listening to the sound of these vids with an audio component that has rich bass, or you will be sorely disappointed.
1) Stock R/T Exhaust (which I actually have cut up for sale if anyone is interested):
2) Magnaflow Catback Exhaust (More bass-y and a cleaner sound-- Just what I wanted):
