99% sure that this wouldn't be a short past the radio connections. Meaning that it wouldn't be a short with the speakers, power, ground or the antenna. This is an internal issue.
Why do I say that?
Well because all of your other media sections work (AM, SAT, CD etc) and FM doesn't. There isn't any external reason why FM wouldn't work while other sections do.
