Painting Chrome
Plasti-Dip sticks well on chrome and all the prep you basically need to do is clean the surface well (although a coat of adhesion promoter doesn't hurt). Nice thing about this is you can cut it and peel it off if you want to later and the chrome underneath has been protected all this time.
If using actual paint then yeah you need to strip or at least scuff up the surface really well...

Plasti dip sounds like its had a better run with the guys around here.... with that being said do they do plasti dip in colors? I can say i have no idea what the heck it is or what it looks like.

I've done my wheels, bumpers grill and rocker bars all in plasti-dip. It's been a couple of months since I did it, very pleased with everything so far except it's wore off on the step bar where I step and twist my foot where it doesn't hit the plastic, so that kinda sucks. Everywhere else I love it.
I will say the Dupli Color did come out darker than I expected. It's more black than black chrome really. I was expecting a NightRunner type look but It could have just been me using too many coats. I like the look but it not what is advertised really. I would have just done plasti dip but I'm fearful of rock chips from driving
