You can go long and still pass inspection, everywhere except California. Takes a little work, but the cats can be moved back and then all you need to do is extend the rear 02 sensor wires about 14". CARB technically won't let you move the cats from the stock location.
I did this way back in '06 and have yet to generate a single emission code.
I also agree that LTs outperform short tubes across the board. The reason there is perception that short tubes are better down low is the same argument that stock exhaust manifolds are better than LTs down low. Your "butt dyno" feels the resistance of blowback (back pressure), but if you hook up to a dyno, you'd see that scavenging those gasses lets the engine produce more power without having to work as hard down low to push those gasses out of the cylinder...
