They are bright but they don't handle reflecting well in the reflectors in most cases. So from the outside they appear dimmer. I guess that's the best way to say what I'm trying to say. That's why tail lights that use LED's seem to have a ton of them in there and are setup differently.

I agree. the bulb will be brighter but because it's focused it won't shine around the whole housing and make the whole housing light up

They should. What makes you think they wont? The LED's are what we are talking about that aren't as good as regular bulbs when it comes to brightness.

I parked right in front of my garage door and turned both of them on and between the heads and fogs is a distinctive line from bluish to pure white. I'll try to post pics soon.
Definitely post pictures. I put 6000K HIDs in my Hella fog lights, and when my headlights were working, they matched up perfectly in color. They must have put the wrong bulbs in your fog light set. I have a hard time imagining a set of 8000k lights coming out pure white when I can find some blue in my 6000K headlights and fog lights.

Aren't the bulbs usually white and the red just come from the color of the tail light? Or is that not the case on these?

with the incandescent that might be the case. with leds you are better off actually buying the red bulbs I would think. the red ones are often cheaper too

Yeah, that's what I did for the LED bulb I bought with the third brake light. I'm going to put it in and see how it lights up, and if it does alright, I'll throw them in the tail lights.
