I'd love to know how a standard reflector headlight (non-projector) like this:

can have any cutoff whatsoever. There's nothing physically there to make one.

My Silverstar bulbs are plenty bright enough and were only about $30.
Got the Ultras in the fogs. Very bright and white light.
