If you searched you would have found it fools your truck into thinking it's running 20 degrees cooler on the iat... Improves throttle response and a small hp gain I believe.
Did some research like you said, it claims a 1-2mpg and 8-10 hp gain.
I doubt that there is any mileage gains. It tells the computer to run in the open loop configuration, which ignores the O2 sensors inputs. This fattens the injector pulse and give a bit more response. I am using a 180 degree thermostat which probably does the same thing only using the water temperature sensor instead of the air sensor. If you want truely free hp, try a eFan.

It will run a little richer (more fuel) and have a little more timing. It does not put the thing into open loop. It just fools the PCM into thinking the incoming air is about 20 degrees cooler. It is basically a $65 2 buck 4.7K ohm resistor.

I'm thinking this should be working at partial thottle as WOT is always open loop anyway. So telling the computer the inlet temp is 20 degree cooler richens A/F at partial thottle. Anyway that's what I'm think'n.

Your O2 sensors keep your Air Fuel ratio nailed to 14.75:1 at all throttle positions except Wide Open Throttle (WOT) so the POWER WIRE can NOT cause you to run rich during normal driving because no matter what the AFR will be 14.75:1. For this reason The Power Wire has been reported to add 1-2MPG increase when driven lightly. But at WOT the Power Wire will add approximately 2.5% at WOT. When your at WOT you are more concerned with HP than MPG at that moment in time and while passing an additional 8-10RWHP is exactly what your looking for.
