No, they're not in the same family. I had a 400 in an old Road Runner. It was called a Magnum. It's just a name. Pound for pound, mod for mod, a 360 small block, be it magnum or LA series, will never equal the 5.7 or 6.1 in power potential simply because of the heads. A stroked 360 built into a 408 is a mean engine and torquer, but a similarly built hemi will always make more power due to better breathing.
the origional 360 heads were junk the mags wernt much better .... that said there id now a much larger beter quality and cheaper selection of heads on the market for the 360 then there ever will be for 5.7 sorry 5.9 way tougher and cheaper to build and easier

The newer motors will always make more power than the older ones. Things have improved dramatically over the last couple decades. It used to be, 100 HP per liter was the holy grail. Today, it's old hat. Even six cylinder engines are putting out more power than big blocks did in the 90's..... Factory parts on 'performance' engines have gotten really good, to the point that the aftermarket simply can't make money on heads that are any better..... so pretty much all you find is 'replacement' heads.
You are going to have to spend a couple thousand bucks on a 360, simply to get it to compare with STOCK numbers from modern hemis...... The modern engine will still make more power, and be more efficient than the older motors.
