Let's Play: Would this work?
Got bored this morning, so I drew this up. Just a concept.

Let's temporarily suspend this notion of needing:
1. Funds
2. Needing to pass smog
3. Noise regulation
4. A system to attach this to the truck.
Parts:
A. 5.7 Hemi
B. Borla XR-1 longflow Headers
C. Whatever Works
D. Quicktime Performance QTEC60CP
E. Whatever Works
F. Flowmaster 50 Series Big Block
G. Whatever Works
All with ~3.5" pipe
The benefits I see:
Cutouts closed means very quiet, yet still no major curves thus maximizing airflow with only necessary restrictions.
Cutouts open means no restriction of air flow at all. And it would probably be louder than hell with: APM automotive Ram Air, BBK 90mm Throttle Body, Fidanza Flywheel, 273 Cam etc.

You would just have to do the non-fouler trick with the 02 sensor so it doesn't throw a CEL every time you open the cutouts since it would naturally go after the cats.
You could also make your own CAI that will flow just as well as almost all on the market right now and have it flowing from where ever you want that you can pull the coldest air.
Other than that, I'm sure some other people will chime in with their ideas.

the reason I chose that ram air is because they are the first group to (in my mind) do it correctly. You have a hood scoop, take air from that hood scoop and with as few bends as possible, cram it down the throat of the engine as directly as possible. Possibly with an air filter.
The other "ram air" SRT-10 hoods that I see want to take this nice 180 degree vacation where air can stop and have a mai tai in the air filter. Only when more air shows up it will consider getting to the airbox.

Also, I would hope that on the ram air setup they have something to prevent water from flowing directly in. I know they have a mesh setup for the insert, but if you get a heavy rain and water directly flowing into your intake would be a bad thing IMO.
Hopefully you don't do off roading or a rock landing on it or anything like that since a fiberglass hood would be pretty easy to crack I would think.

It seems ok, but you have a few problems in my opinion:
A. 5.7 Hemi good
B. Borla XR-1 longflow Headers not made for hemi or dodge ram. I would go with pacesetter LTs
C. Whatever Works not needed, that cutout has a Y included
D. Quicktime Performance QTEC60CP ok
E. Whatever Works Magnaflow cats are good
F. Flowmaster 50 Series Big Block FM suck IMO. Go with magnaflow or Borla XR1
G. Whatever Works
All with ~3.5" pipe to large unless you have some serious head work to increase the flow.
You are also missing an H or X pipe, that will balance the flow and maintain the velocity needed for scavenging.
I would also say 90mm TB is a waste unless you have forced induction and a different intake. The truck plastic intake that the TB bolts to only has an 85mm opening.
