Please help!!!! Driving me nuts
When was the last time you changed the timing components, including the oil & water pump?
If the answer is never or more than 60-100k miles ago then I would suggest changing those all out just for peace of mind.
But the fact that the truck runs "better" when it is cold is very odd, I think it's time to take it to the dealership and have them give it a real good look.

Honestly,
If you bought that from a dealer--new--, then you really need to take it back to them. It really sounds as if you have a bad connection on the bus to the instrument cluster, which is indicated by the unit changing the way it operated as the under dash area heats up. It could be as simple as a loosed harness connector. There is also a connector block just outside the cab on the drivers side behind the front wheel liner. Its possible that water got in there and is causing corrosion, or possibly it is loose------the bus from outside to inside goes through there. Either way, the dealer should be able to look at this with their starscan and tell if the instrument cluster is loosing communications, or is it just a bad cluster????? Maybe they failed to get a good "load" or an update. Either way, its new and its under warranty.
Some things, like or not, have to be addressed by the dealer, unless you invest in a new programmer.
If you trust these guys, take it back to them, you may want to take to another dealer and beg for mercy IDK.

No-----I mean a starscan programmer that is used to adjust, modify, reprogram the entire truck.
Take it back and tell them to get it right. If it was programmed to the truck, the cluster will work right. The intermittent stuff indicated a problem locally (cluster). Don't let them off the hook for making it right-----you've already got a "Dodge Cares" rep helping you out, perhaps a phone call to the dealer will convince them to take another, and more in depth, look at your problem.

Does your speedo only freeze at a certain speed? I had a problem with my tach where the needle would freeze/stick around 2k rpms only when the truck warmed up inside the cab. Tuned out the hub that attaches the needle to the cluster was rubbing on the instrument panel faceplate. All I had to do was pull the needle out slightly and the problem was solved. That wouldn't explain your blinker issues though, idk. My problem turned out to be mechanical but yours definitely sounds electrical
