Probably the CAI, followed by the tuner, then a catback, then headers. Don't bother with a TB spacer.

The best bang for the buck is either the tuner or the E fan in my mind. Both are about 300 brand new and both can be found used for cheaper

Sounds like some good suggestions! I think I could do the CAI myself. So the tuner... What are the chances any damage is done to my truck by using one?

Pretty minimal. It just replaces your factory tune with a different one. It's simple computer stuff. Mines been in my truck for over a year now with no issues. If you want to be able to do some custom tranny tuning (such as for towing) then the SuperChips is the way to go and it's the most popular around here so you can pick them up used all day in the classifieds

I personally have a DiabloSport Predator and I like it. It has 3 performance tunes and a MPG saver tune. I've never used a SuperChips but I have heard those are slightly better for basic modifications.

I would definitely do the tuner first. All the CAI did for me is move the power into a higher RPM and lost some torque down low. Tuner, exhaust and then whatever floats your boat.
