There should be a plug towards the front bottom of the seat where the wires go under the carpet. unplug that and you can test the wires going to the buckle with an electrical meter. Buckled belt should close the circuit.

the wires in question come out the bottom of the buckle and go under the seat. It will be wrapped in a black plastic loom. if the wire isn't broken...and you jumper it to grd and the light goes out...replace the buckle.

This is the only way to program it out on a 3rd gen. No method was available using the wi-tech factory scan tool when I looked today. Unfortunately, it won't work for you if the seat belt circuit is open.

CUSTOMER PROGRAMMING SEQUENCE

NOTE:The following sequence of events must occur within 60 seconds of the ignition switch being placed in the ON position in order for the programming to be completed successfully.

1.With all doors closed and the ignition switch in any position except ON or START, buckle the driver side front seat belt.

2.Turn the ignition switch to the ON position and wait for the seatbelt indicator reminder function to conclude (about six seconds).

3.Unbuckle and buckle the driver side front seat belt three or more times, ending with the belt buckled.

4.Turn the ignition switch to any position except ON or START to toggle the BELTMINDER feature from its current setting (from active to inactive, or from inactive to active). A single chime tone will provide an audible confirmation that the programming sequence has been successfully completed.

Is the buckle switch just that? A switch? (Two wires) Is it closed or open with the seat belt buckled?

Probably worthwhile to pay to have a good shop diagnose the issue. Not sure that is the dealer.
