Default 2002 dodge ram 1500 torque converter issues

So I have a 2002 dodge ram 1500 with the 360 gas engine and 46re trans well when I bought the truck the fluid was pitch black since the cooler leaked. whoever rebuilt the tranny knew what they were doing, cause I flushed it which I know your not supposed to do but the fluid was so black I told myself if it chunks then so be it otherwise I'll send it well it shifts great trans temp stays at 100-120 degrees I put all new solenoids in and replaced all the usual that tends to break in this thing. Now my only problem is the torque converter is not locking up I think I got it to lock up one time in the last 1000 miles I put on it and I keep getting a tcc code. I replaced the tcc solenoid and harness and the code keeps coming back and the torque converter still won't lock up I honestly don't know what else to check for. I was going to throw in a new torque converter to rule that out also if anyone has any idea what causes this please shed some light my way I've been driving the truck with overdrive off and when I turn it on the truck revs up and then goes into overdrive but still won't lock. I'm sorry if this seems like a ramble but I've done everything I can to keep this transmission alive.

Black fluid usually means burnt fluid. Usually always means clutch pack or possibly clutch material from inside torque converter are burnt. I would be taking trans out for a rebuild and new torque converter.
Only other thing I can think of is brake switch signal is usually tied into TCC electrical to disengage TCC when brakes are applied

Yeah I replaced all that even the speed sensor and it shifts perfect no slipping and it doesn't get hot so I'm led to believe that maybe it's just my torque converter I don't know I have no idea where to go from here I've herd something called a boost valve in the tranny I never checked that thanks for the fast reply I'm stumped at this point

It's entirely possible that the trans simply isn't warming up enough for the PCM to lock TCC. Overcooling your trans is just as bad as overheating it....... What does engine temp run at?? Is your trans still using the cooler in the radiator??

Mine is the slt with the towing package so it has the big cooler in front of the radiator and it's strange cause I'll let off the gas and it'll lock up but as soon as I hit the gas just barely it unlocks again

Try an experiment. Find a long stretch of fairly flat road, that doesn't see much traffic. (paved is pretty much a requirement) Run the truck up to 50, and count the shifts. It should do 1-2 then 2-3, (both pretty good drops in RPM) then TCC should engage, (small drop, maybe 200RPM) then a pretty good drop when it shifts into O/D.

If it does all that properly, hold a steady speed, and just move the gas pedal a little bit, either direction, doesn't really matter.... see if TCC drops in/out when you do it.

Well I went for a drive and it seems to lock up when I go down hill as soon as I barely touch the gas it unlocks it shifts through all gears just normal and overdrive but then it won't lock up I dropped the valve body and the boost valve all looks good so I have no idea maybe it's wiring or the torque converter I don't really want to drop the tranny but if I have to I guess I'll do it

Replace the throttle position sensor.
