Thank you guys for the help. I've looked everywhere and even called my local dealer ship. They have never had this problem before either. I have nowhere left to turn.

Disconnect the battery terminals, short them out, reconnect and try again. Also, is it throwing any codes?

I already disconnected the battery and shorted it out. The only codes I get are for the EVAP. Starter was replaced as well.

Does it crank if you put it into neutral? What happens if you hook up a battery charger or jump it? State the code number that you're seeing.

Yes. I agree with above about battery and its condition. Thats the first thing to check.. Start with the basics. Some of what your telling us doesnt make much sense. Leaving the dash board issue out of the equation at the moment, it sounds like you lost main heavy power feed to your starter. OR a ground issue. Check your main wire leading down to the starter, all the way back to where it originates, and the same heavy positive leads which accompany it.
Another simple test would be to run a battery jumper cable from the negative post of the battery to a good ground on the engine, or even better directly to the starter. Another idea may be to remove the starter and perform a bench test. The starter isnt working so work your way backwards thru the wiring.
Your dash cluster issue could very well be a symptom and not the cause.

Well guys I found it. There was an aftermarket alarm system careful placed and installed in the dash board. After I rewired the truck to original alldata specs truck stats and runs fine. Thank you again for everything.
