Rusting front chrome bumper

Here's an update from the issue eof my front bumper rusting.
The Dealership took a look at the bumper, took pictures and let the area manager know too. They also directed us to Chrysler Canada to submit our defect in the truck. This is all normal "protical", so recalls can be started for this make,model ect.
While all this was happening, it ended up taking 2 weeks, for them to get the okay, to move forward and replace with a new bumper at no cost.
After having the bumper rusting, I'm sure it would have buffed out with metal polish. The rusting I think, and from reading into this more, might be metal flakes from shipping because the bumper is not protected. It seems if the trucks are moved by train/rail, the brakes from the train cars while being shipped throw alot of metal "dust" up, which lands on the front of the vehicals while being shipped. So the rusting is actually not the chrome, or under the chrome. But bare metal dust rusting on top of the surface.
I'm not 100% sure, but to me it does make some sense. The chroming on the bumpers doesn't seem to be cheaply done.

Finally got around to washing mine and I've got rust spots all over the front bumper. Odd that I didn't have this problem last winter, but its pretty bad now. Once it warms up a bit more I'll have to see if any kind of polish will take care of it. 47K on the truck so it won't be a warranty item fo rme.

These pictures are from my one month old 2011 Dodge Ram. I'm taking the truck in this week for it's first oil change. I'm also going to show them the rusting issue.
Yes, it's a big deal that the bumper is rusting already, but I want to present it the right way to them. Any "professional" suggestions, to basically say, they need to address the issue?

I have been in contact over the phone with Chrysler Service about both our chrome bumpers and the chrome clad wheels on my wife's 09. The Chrysler Service Rep. tried for several days to text and call the service manager at our dealer. They finally did talk and now I am suppose to take the truck back in again for more pictures. Well, I won't be taking it back in till Spring is here. Also, the Chrysler Service Rep. danced around the warranty on the replacement chrome. I told the Chrysler Service Rep. that if the 2011 Rams have chrome problems, why would I want them replaced until the chrome problems are corrected. We just turned 12K miles and have over a year of warranty remaining.

vette68...I purchased my 2011 truck in Nov 2010. In 3 weeks my front bumper looked like yours. In 2 months the front looked like it was 15 years old. Then the rear started to rust as well.
Just had the rear bumper replaced by dealer and the front will be replaced by dealer in a couple of weeks, all warranty.
Rail dust is what I was told, which someone already said. Take it in, get them to take pictures and make sure they start a claim for you (lesson learned) and then keep on them. Squeeky wheel gets the grease.

Yeah, you never see rusted chrome in south Louisiana---I noticed that everyone with the problem is from a state where the roads are probably treated for ice & snow.
