Took truck in for some warranty work. They also did some Rapid Response Transmittal??

I've got a question on these RRTs. There is a Warranty Bulletin sent to dealers that requires them to perform any open Safety Recalls or Customer Satisfaction Notices before the customer takes delivery. They are to be charged back the amount of the new vehicle prep if not completed. This was bulletin #D-06-09. My question is do the RRTs fall under the CSN portion of this document? The reason I am asking....

My truck had 2 open RRTs before taking delivery. I told them I wanted them taken care of before delivery which gave them 4 days to complete. They are still showing open after about a month and I can visually see that the one for sure was not completed. The other is a software flash, can't see that one. What do I do? Can I go to another dealer or will they give me a hassle since it wasn't bought there? If the first guys can be held to the bulletin, I'd like to see that it went to the chargeback level since this will be the 3rd lie I have caught them in.

Is an RRT basically the same as a CSN or are they 2 different items?

I bought my truck from one dealership but have it serviced at a different one and they have no problems doing the RRT's since it is all warranty related.
