They didn't say anything about another piece.
The piece you are show looks like it would work well though. I haven't really had a problem with water. If I do get a little dust or water in the back it doesn't really bother me.
I've owned a lot of toppers and none have been completely water or air tight and they had the "tailgate lip" changed.
