Here is a TSB that just came out for the WIN module,Check with your local dealer and see if they will perform the TSB.

SUBJECT:
Flash: WIN For No Start Or Starts And Immediately Stalls
OVERVIEW:
This bulletin involves flash reprogramming the Wireless Ignition Node (WIN) with new
software.
MODELS:
2010 (RT) Town & Country / Caravan (International
Markets)
2010 (WH) Grand Cherokee (International Markets)
2010 (XH) Commander (International Markets)
SYMPTOM/CONDITION:
The vehicle will not start or start and immediately stalls. The issue is caused by skim lock
out. Dealers may also see Diagnostic Trouble Codes P0513 -Lost Communication with
Column Lock Module and/or B2224 - Column Lock Internal Module.
NOTE: Vehicles must have sales code XGM Tire Pressure Monitor.

Default Followup on TIPM replacement

Just a followup. Since the TIPM, wiring harnesses have been replaced. No issues. Driven it about 2000 miles, whereas before every couple of hundred miles issue would occur.

BTW - I did have WIN replaced, but that did not resolve the issue, it re-appeared about 4 days later.

There are codes that the dealer can pull off of the TIPM.

Default Another possible solution...

Just had my 2008 Gr Caravan to the 3rd dealer for the same issue (horn, wipers, wash fluid going all on their own), and they found the driver's side power sliding door wiring harness dragging down the BUSS line voltage.
Replaced the wiring harness ($300), and we'll see what happens long term.
I asked if they could clip the wire going to the horn, and they suggested not to (safety and could also mess up computer).

Default Cost??

Same thing just happened to me today!! 08 caravan - horn blowing, wipers going, fluid everywhere, and ac in the front wasn't working! Please tell me how much it cost to have this same problem fixed on your van and what they did that actually fixed the problem. We are on a very tight budget and need to know what to expect and I want to make sure they fix the right thing so we aren't paying for something that isn't going to work. THANK YOU for your time!!

Default warranty

No we bought it used and it has 55,000 miles. We couldn't afford an additional warranty. I believe manufacture warranty is 3 years/36,000 miles.

I know there has been a recent recall on caravans and town and country vans but the dealership wasn't very clear if our van was one of the ones included or if that was causing the problem. They wont be able to look at our van until monday.

Why don't you sent me a pm with the last 9 of the vin and mileage, I have ways of finding out if there are any recalls.

Sounds like FUN! Bring them to me i'll fix em!

The new interior BUS system they are using since 2008 has been a wild ride at times. Symptoms usually don't point to what area is at fault. The BUS is very fault intolerant...which means the problem can be just about anywhere inside the vehicle.

no issues since repair in early Sept.
Here's the full diag notes from dodge tech
Star Scan diag, shows P2533, p0691 and B10EC fauylts. Found loose G201 ground and C6 connection under TIPM pinched. Replaced/reprogramed TIPM, replaced/re-routed/secured wiring harness.

Part replacement shows 56049720-AT Module TO 8015009. In my case it was still under full warranty, no idea of cost.

Note: the dealer kept the van in house for 5 days and provided rental. the reason for the 5 days is that we purchased originally out of town (2 hrs drive) and they wanted to have their tech to drive the van in real situations (traffic, stop/starts etc...). BTW - They did state in their diag notes, the prior owner had similiar issue, first time we were informed of that. also in looking at the prior service/repair records on the dodge website, did not show any indication that this was a problem prior to purchase, although there was a suspect repair notice for a clock-spring around 2500 miles.
