I didn't have to remove the tank. Just jack the car up so you can get underneath from the passenger side and there is one screw holding the filter. The hose clips are easily pinched by hand and they slide right off. Some fuel will spill so do it outside.
I replaced my filter because the pump would run, but had little pressure. Unfortunately the problem was not the filter after all. There can be fuel at the injector sampling port, but unless you measure pressure it is deceptive. It should be about 50PSI. Below 10PSI the engine won't run, but fuel still spews out.
While testing you can jam the pump relay with a toothpick. Remove the relay and pry off the cap. Replace the naked relay and now you can turn it on at will by pressing the armature.
The sampling port has a schrader valve and you can remove it with a tire valve tool. If you hook a hose on the sampling port, be sure to use a clamp! You can spill a lot of fuel quick at 50PSI.
My pump would run audibly but the pressure would fall below 10PSI. Banging on the fuel tank would bring it back up to normal. If you can duplicate this, its probably not the filter.
The tank is not hard to remove, the hardest part is getting the filler neck back on!

Start with the filter, and you do have to lower the tank. There is not enough room to get the fittings off of the pump. To depressurize the system, you crank or run the vehicle with the fuel pump relay out. You repressurize by turning the key on and off a few times or just by cranking the motor. It should be pretty easy, the tank straps are 15mm bolts and usually come out fairly decent, the filter is held on by a 10 mm bolt and disconnect the fittings.
