I checked last night. The delay is coming from the PCM. There is no voltage on the brown wire until 7-10 seconds after starting.

No I haven't. It hasn't ever gotten any worse. It's always about a 10 second delay on a cold startup. There usually is little or no delay after it's been run for a bit. It also has another quirk that is PCM related as well. If I start it and let it run awhile to warm up, the radiator fans come on too soon. They come on before the thermostat even opens, because the radiator is still cold and the gauge is a bit below where it normally runs. If I turn it off and restart it, they will stay off until they should come on. If I drive it before the prematurely come on, then they won't come on until they are supposed to.

Yup exact same problem with mine. 7-10 second delay unless it's warmed up. Same conditions. But battery and vehicle seem to run fine. Hmm.

Let me know if you ever resolve the issue. Im having a hard time figuring this one out. Wonder if this is a normal condition?

I am thinking it may have just been a programming issue when the PCM was programmed originally. Like I said, it has never changed and has caused no issues since we bought it in Feb of 08. It's a Braun Companion van that has a lowered center floor to haul my son in his power wheelchair. They order them with the tow package just to get the heavy duty cooling, bigger battery and such, but I'm pretty sure that that has nothing to do with it. The van doesn't get driven daily, which is is why it only has 31k miles on it, but it never has caused any battery issues. The original battery lasted almost 6 years. I drove it from here in Kentucky to D.C. And back a couple of years ago and it did great.
I guess it just gives the van some character.
