Bad ECU or TCM?
Just picked up a 99 Dodge Caravan with an even 200K on the clock. The vehicle ran fine until one day when the transmission started acting up. It seems as though it starts out in second gear no matter what gear you select and will not shift out. Also there is no speed reading.
I plugged in my scan tool to read the CEL this is what happened..
The software shows 2 ECUs one called #40 with 19 readable parameters and the other ECU #41 with 5
My software showed no reading for intake air,maf,speedo and intermittent readings on RPM,load, timing advance and a bunch of other values were not readable or intermittent

I agree with changing the input and output sensors, first. BTW a 99 does not have IAT.
Your tranny is in LIMP home mode. Pull the pan too and have a look at the fluid and filter while you're changing the sensors (change them both).
