2010 dodge charger sxt 3.5 I need help the car clicks but won't start please help

my just clicks from under the passenger side of the floorboard, there's a fuse box for the police accessories from when it was a cop car....but if stand at fuses in truck the relays click there...have all dash lights on! Driving and engine shut off but still has all electrical. Changed relays and battery still nothing
