FYI No matter what car you have old or new or where it is from, Driving with the engine cold is BAD BAD BAD. The oil turns to molasses in cold weather and is unable to properly protect the engine

So, for what it is worth, I drove the Dart around in the cold (15 degrees or so) and while i didnt notice any missing under load, i did notice that the engine behaves a little differently. i noticed a similar issue with the hyundai genesis turbo coupe when i was driving it before it was fully warmed up. luckily, the genesis has a boost gauge so i was able ot see that when the engine is cold, the computer system limits the amount of boost. im wondering if the same thing isnt true of the dart's turbo engine?
In any case, what I am talking about and what you are talking about it likely two different issues but when i really mashed it hard, when the engine was cold, once it got up into the higher revs there was a clear hesitation.
