If you can pull the e-brake and it gets tight to the point where you can't pull it up any more and its not hitting the console, then the cable does not need to be tightened. Could be a loose cable, worn ebrake components. Mine does the same thing, but yet it will hold the car on a hill. I plan on doing a full rear brake job in the spring: replace both slaves, new pads, drums, and brake parts.

mine is similar although I never tried to do burnouts, tires are too expensive. Try replacing all the parts in the rear brakes, they are probally old, thats what I am gonna do.

There really is no need to replace the rear brakes. Save your money. The rear brakes on a Neon only do 10 to 15 percent of the stopping. The front brakes are the ones you need to watch. There is an adjustment screw for the rear brakes that may be stuck(it's supposed to self adjust). I think ebrake problems lie within the cable more than the drums or pads.

Read it again, I was just telling him what I was gonna do, I need new drums and pads soon. I was telling him to replace the ajusters and other mechanical parts in the rear brakes that might be hanging or binding. If the cable moves smoothly then the cable should be good.
