Chill Factory, Hahns Racecraft. The CF is a little better than the HRC but they are both really good kits. I'm not sure but HKS may also make a kit for the Neon but I doubt it, they are generally a Honduh thing.

If its going to be a while before you go turbo, you could always get a cheap intake and throw a can on the back and call it good. Thats what we did with project neon even though we are going turbo. We are even going to install a pacesetter header and run the car for about a year before we turbo it. Besides if you keep the stuff in good shape you can always sell it when it comes time to install the turbo.

Depends on a few things, is the Civic manual or ATX? If manual, you'll probably lose. If ATX it would probably be too close to say one over the other, drivers race.

Do all that you might to it. Automatics are as good as manuals if you know how to drive them right however. But good mods should be made by going for power areas. JC Whitney's Sport Compact catalog and Summit Racing catalog as well as Howell Automotive should be your main places to look for this stuff too. I'd start with an AEM Cold Air intake which works on automatics or manuals. Also to think about is better spark plugs such as Iridiums or Bosch Platinum +4's in addition to maybe some Crane Cams Hi-Fire spark plug wires. Oh yeah, ditch the stock tires too. You'll do better with either COntinental Conti-Tracs or Goodyear RS-A's. if you want to keep your traction on the front passenger tire as well as the rear end when you get the car going rolling quick.

Ok, I have some issues with what you just said. HP doesn't mean anything without torque. So, you need to have a good balance of each. On an ATX you'll probably want a little more torque than HP. But, that's just me. I've got 100 more ft. lbs. of torque than HP on my ATX.

The AEM CAI is actually an AEM HAI (Hot Air Intake) you'd gain more power off of an Iceman or a CAI off a Dodge Caravan (late 80's early to mid 90's). So, in my opinion, I'd steer clear of the AEM.

Also, other things to steer clear of are the Iridum and Bosch Plat. +4's. Unless that is you like replacing them on a monthly basis. Neons don't particullarly like them. Especially the Bosch's. Some people have luck with them others, many have not. They foul out way too quick. Stick with NGK's. I wouldn't buy Champions if you paid me so don't get them either. I've never heard of Hi-Fire spark plug wires unless of course you are mening 8.5mm wires and you can get them just about anywhere.

And tires? There are plenty of better tires out there other than the Continental Conti-Tracs and Goodyear RS-A's. And on top of that good luck getting the Conti-Tracs to fit your neon. They are SUV tires. Both sets of tires are all-season. If you want performance tires I'd look around.

The Falken Azenis are great tires as are the Bridgestone Potenzas. Those are just a few to consider there are many more.

You should never, ever shift an ATX under any circumstances. That's a good way to spend a lot of money on repairs. DO NOT, I repeat, DO NOT MANUALLY SHIFT AN ATX. NEVER.

There are certain circumstances weather related that allow you to shift an ATX but I'm not going into them because I find that 90% of people who do shift an ATX manually under normal driving can't comprehend it and take it as a green light to shift.

Youwant to race? Fine. Take it to the track. Chances are a stock ATX will run 20+ seconds. Of course that is also dependant on the driver as well. If you want to improve your reaction time you can do a brake stand, meaning, stand on the brake while taching the engine slightly, when the thrid yellow comes on get off the brake and mash the gas down. Times might imporve.

If you want to mod your ATX, lemme know.
