I wrapped the turbo of my 1986 Dodge Daytona Turbo and it eliminated turbo lag. Never had a problem with the engine / turbo, but the drivetrain couldn't take it. That car had a water cooler turbo, is our Cummins water cooled? I thought I read somewhere that its not water cooled.

heading down to Fresno again in the next week or two and I'm thinking I can dothe mileage test again... I would expect high 19's if everything holds the same as the past...

No, the turbo is oil cooled until 2007. Was your Daytona diesel? No, it was gas. The gassers just don't produce the kind of heat that something with 17:1 or more compression does. With Exhaust gas temps in the 1000 deg plus range, keeping that heat in will cause it to build to unacceptably high levels.
Whether the drivetrains can handle what these beasts put out stock is a whole nother story!!
Happy 18th!
