Yes it does since the PCM would not engage the OD or TCC if it can not tell for certain that the engine was above idle speed. The PCM may be sensing that the engine is at idle when it is not.

Mine also says a code 15, which I regularly get due to sticky contacts in my VSS will iluminate the CEL, but it does not.
Back when I was having ECM issues, and I was ordering new ECM from Cardone through Rockauto, I was ordering the ECM listed for the Auto tranny, but it was not going into overdrive. It wasn't until I opened up the old unit that I found out that the numbers listed for the Manual and Auto trannies were backwards on both sites.
Rockauto never refunded my shipping costs for having to ship and return the wrong units, but when I informed Cardone I at least got a thank you and both websites were updated within a week.
So it's possible the previous owner replaced the ECM, and replaced it with the wrong unit, for a manual tranny.
Get a torx bit and open it up. read the numbers on the bottom circuit board. Check the part numbers on the Rockauto site.
