Junkyard, dealer, or an autobody parts supplier will be the only places to get the OEM ones. I think they're important for keeping road grime off the engine and of course water during the rain.

Was there ever a time when the factory fitted inside splash guards ONLY on one side, specifically the right (passenger) side?

My left side is missing and last time I went to the junkyard to get one every single van I saw had it missing, but most had the right side still in place. Must have looked at six or eight vans and every one the same exact thing.

The two sides mount differently and are not interchangeable as far as I can see.

My 97 as well does not have a drivers side splash guard, but as previously mentioned the right side does. I did notice that it looks like there was never one installed on mine.

Possibly the right side one is needed to keep water splash off of the alternator and ignition coil pack, where on the left side there is not much that needs protection.

Also, puddles are mostly on the passenger side of the road. Because of that, more splash protection is needed on that side.

Perfect example of a company building to price and not to quality. I'm sure the engineers would've liked to have it in there but someone in Cost Analysis said "Leave it out - we can save .25 cents a van."

.25 * 10 million vans is $2.5 dollars saved. I'll take that .25 saving deal any day of the week.
