There is probably a blower motor resistor in the circuit. On low or medium, the current runs through various resistors. On high, the resistor is bypassed. Therefore it will run on high even if the resistor is burned out. This is the case in most modern vehicles. I had to replace this on my other vehicle (an F-150) with the exact same symptom. It was under the dash and cost $15.

The heater/air blower control on the dash only works in the high mode. I've changed the switch but did not fix the problem.

The connector is probably corroded, its located under the hood (hard to tell from the previous post) on the passenger side of the vehicle. Its mounted to the heater box, small black piece held in with two screws and has a 4 or 5 wire connector sticking out of the middle of it. Unplug it to see if it is corroded, if so you will have to replace the connector and the resistor.
