1978 Sportsman dual axle?
Can someone please help identify this vehicle?
It's a dual axle sportsman c30
I know almost nothing other than what's here.
I'm thinking about taking this off of the property owner's hands. It has been sitting for 6 years and the tenant died more than a year ago with no heirs. The property owner wants to make a deal on the truck, as he's not getting any money for the space he rents.
Most interested in VIN decoding - I couldn't find anything for this VIN... if someone could help at least tell me the engine and transmission I'm working with here.

I assume that the first "0" digit is in fact an "O" but I can't be sure.
I'm not sure on the property status... I just know that the property owner has 12 months of unpaid rent from a deceased tenant with no listed beneficiaries and no claimants. This I know for a fact.
I think this will run. Word is (trust me) the thing runs great until parked a few years ago. I imagine that I will:
1. Drain/change oil and filer
2. Drain fuel tank - add fuel
3. Use engine fogger on open cylinders - maybe before putting in new spark plugs
4. Firing it up
I want you guys to help me get this thing running.
dodgeforum.com is my only hope. Let's do this!
edit - ok a little dramatic - help me get you guys as excited about this as I am!

What state are you located in? Different states have different processes for getting a missing title. Now, what you have is a dual wheel, not a dual axle truck. As for what engine, take a picture at least of it. Being a 1977, it could be anything from a slant 6 to a 440. Most likely a 318 or 360, but everything was available. Especially since box trucks were often custom ordered as a cab and chassis.
Fogging oil is a good idea. Can you get a better picture of the sticker next to the metal plate? That should give you the engine and transmission codes as well as the rear axle.
On starting it, I would disconnect the fuel line and run it off a gas can. That way, rust and crud in the tank won't clog the carburetor up. I'd drop the tank and have a radiator shop boil it out and weld any pin holes up.
Like others have said, make sure the title is lined out before money changes hands.

I purchased the truck and its contents, along with a 4x8 utility trailer and rent paid for 1 year up front all for $450. Couldn't beat that offer and I don't have to move it before it's running!
edit; just now saw ol'grouch posting -
The state I'm in makes it very easy to get the title. I'm quite sure that there will be no issue there. Without going into detail, I feel confident in this regard.
I know that the truck was running six years ago and apparently in good shape. It seemed winterized well - battery removed and other preparations. Not sure about the status of fuel in the tank, but I think it's empty.
Good point on fuel tank suggestion - I'd hate a basically irreplaceable carburetor to get jacked up. Will have to think about how to approach that. First thing I'll be getting the utility trailer working. Thought I'd post on that but it's not a Dodge so...

On the trailer, make sure you have trailer tires on it. Car tires from the junkyard will work, but you'll get the wiggles with a heavy load. I've got a 5X10 I've had for over 30 years and it will really haul the load. 2500 pounds legally. 3000 pounds actually. (3000 pound plates.) Dielectric grease on the wire connection and if you put LED lights on it, they MUST have a ground wire. A chassis ground won't work with LEDs. The old incandescent can get by with a poor ground, LEDs can't.

Sad thing is, it has brand new tires on it 6 years old. Pretty sure they've flat spots from sitting for so long.
I want to tow with my main b150 318. I'll post more pics on that later today or tomorrow. It has a tow package and I measure voltage coming out of the plugin so we're in business on that end.
Here is the other plate -
