Default Heater issues-2001 Stratus SE 2.4l DOHC

Does anyone know that when chanGing the setting for the vents if it is normal for it to take like a few seconds to change? For ex when changing from defrost to vents (body, legs and body etc)? Next thing is when my heat is coming from the vents it doesnt seem to be as hot as it shoud be even after the car is warmed up and driving down the highway.Also i have a 01 Stratus 2.4l DOHC SE and there are 4 vents (one or drivers side near door, 2 in the middle over the radio and 1 near passenger door) The one in the middle on the right side blows the most air but the other ones blow hardly any and the setting has to be on 4 for them to blow decently.
Anybody know what is causing these symptoms?

When switching from the floor to defrost to panel will take a few seconds, this is normal. Replace the thermostat and see if the heat problem is fix. The further vent will also have less air coming out,than the middle vents. close the middle vents and see if the further vent blows more air.
