how many lbs does the s1 run at? do i even need the boost controller?

 

My son has an 04 Neon and we live in KY and it is FREEZING here right now! We just had snow and now last night coming home from work his car started acting weird all of a sudden. Today the code is the engine overboost code P234. From what I have read cold weather and a sticky wastegate are to blame. What do we need to do now?
