Stuff to add first
I live in Omaha Nebraska and have to put up with bad winter weather too. I can't say how you would get around with the factory issued tread with 5 inches of snow, like we just got today. I put a set of Bridgestone Blizzaks on mine and get around as good as could be expected from a car that rides that low. The tires arn't cheap thow, about $180 a peace.</P>
K&N does make a Cai, it's the one that I put on mine and it seems to have helped. Hopefully in the next couple of weeks I'll go back to the Dyno get thenumbers and see if it does any better then the stock 224 hp and 236 tq.</P>
the first things you need are an oil catch can and wires.
then i would recomend a set of filled motor mounts or
motor mount inserts and a short throw shifter.
i realize that none of these mods will necessarily increase
horsepower, but they will make the car respond much better
in stock form and will be necessary eventually if you plan
to up the boost/power down the road.
also: regap the stock plugs to .045"
i wouldnt use the aem.
it places the filter directly behind the radiator, where it pulls
nothing but hot air. if you want a short ram, check out the injen
intake that was recently released. it places the filter to the very
right of the engine bay over the factory air hole in the fender.
just my $0.02

I agree with the oil catch can and the plug wires (both which I've purchased myself) as the FIRST add ons...there is no such thing as a cold air intake on a SRT-4...stick your head under the hood after a few runs and see what I mean. However, a K&N filter will help and is a heck of a lot cheaper. Finally, get a custom exhaust...I've been into "hot-rodding" since the 1960's and the first rule was "breath-in, breath-out"...</P>
Handling/suspension upgrades after that are a good idea...:-)</P>

I would definitely get an intake FIRST before I put ANY stages on my vehicle (which is what I'm doing). When you get the intake make sure you install it properly because otherwise it will ground out your battery and cause an engine fire due to the close proximity of the intake to the battery. I'd get an oil catch can as well, that **** goes everywhere!! Invest in the Mopar Short throw shifter while your at it, better shifts are always good, BEFORE you up yourself to Stage 2. Intake and Exhaust should always be two of the first modifications done to a vehicle adjust the airflow coming into and out of your car properly before upgrading it, turbos like 3" exhausts (backpressure shi-at), and the exhausts on these cars are EXTREMELY constrictive looking...I don't even quite understand how they work so well (oh wait, they don't).
Get some Motor Mounts, ditch your wheel hop. It'll make the vibration a bit more noticeable at idle, BUT the wheel hop you get in 1st and 2nd gear now only gets worse with the upgraded stages, and wheel hop is NOT good.
Also get a Hi tower strut bar, and a set of Hotskis sway bars, improve your handling before you improve your power.
As for why drag radials are on that list...I"m totally confoozled....Unless you intend on racing I wouldn't spend that much money on radials.
