In dodges infinite wisedom the car must see fuel pressure before turning over , no fuel pressure the ASD relay engages and kills starter function

My 96 2.5 wouldn't start, but it turned over fine. I sprayed a shot of starter fluid in the intake & it fired, so I replaced the fuel pump & it started right up. So I don't know how those dumb electronics work, but mine had 0 fuel pressure & still turned over fine.

does the engine attempt to crank, i just got out of collage, taught by a dodge dealer

then how is it i can disconnect power to my fuel pump and crank the engine to depressurize my fuel system?
