How was the performance part of it, I don't really care how it sounds but could you feel an improvement in acceleration?

There is an improvement, but the more mods you put on the more difference you are gonna feel. On the 1st gen neon the intake and exhuast are restrictive, free that up and any mods will breathe better.

How water proof is the placement of the iceman for the 1st gen?

Don't go through any deep puddles and do don't rev the motor. My 98 is not lowered yet and I mesured about 12" to the bottom of the filter, you would have to submerge almost the entire filter to suck water, the filter is another 6", so thats almost 18" of water. So unless you are really not paying any atention you should have no problem. I have had mine on for a year now in the crappy New england rain, sleet, and snow and have not had a problem.

There are a few good headers out there, I went with the kirk racing, I just got my emmisions done, so I have 2 years before they will bother me for not having a cat. Check out modern performance, they have a few options there.
