blower motor stopped working.... and its cold outside :(

blower motor stopped working.... and its cold outside :(
So the other day the blower motor stopped working altogether. So far I have done all this:
1. checked every fuse, also checked the ones under the hood in that fuse block
-no fuses blown anywhere.
2. Removed the blower motor and hooked it directly to the battery.
-blower worked fine.
3. Replaced the blower motor resistor under the cowl.
-the old one looked fine, but i replaced it anyway
4. Got my multimeter out and tested the voltage at the 2 wires connected to the blower.
-with the blower switch off, I get 0 volts (which is normal)
-with the switch on full, my meter reads something like 0.12 volts
5. Also tested the resistance at the wires going to the blower motor resistor.
-all tested at low resistance
So does anyone have any other suggestions on why the blower wont work ?

I'm getting 0.20 volts If I pull the 25A fuse out the block by the steering wheel and connect my mulitmeter. That's with the ignition key turned just before starting and with the control **** turned to the highest speed.
