you do not use a safc as it does nothing but add fuel at wide open or ideling.... you need to use a rising rate fuel regulator... or rrfpr you can not modiffy the stock ecu(pcm as you call it) for boost. their are only 2 choices for after market ecu's and neaither one is a good choice for boost you eaither use a stock ecu or go with ms=mega squirt.... as far as inter cooler piping look on ebay i used a kit off of ebay got it for like 120 shipped came with every thing i needed.. you can also use exhaust tubing to... you will also need a boost gauge to wich i have one some were brand new also....
a must have for boost is a wide band o2 sensore and a gauge to read it....

no the safc will do nothing for you but add fuel at idle or wideopen throttle... with a rrfpr you need to turn fuel pressure down to like 30 psi or so to idle a set of srt4 stage 1's and you need the rrfpr to add fuel under boost.. at cruise the ecu will use maps already in the ecu to control fuel you can not modify that signal.

ok and about the safc.. you tell me why you need it.. ill tell you why you dont.. running srt 4 injectors? the stock computer will control idle.. you set fuel pressure for it to idle right.. a safc and a neon at a stock fuel psi and srt4 injectors will still flood out and not idle right aven with fuel trim all the way down... already determined at cruise the safc is usless.. ok at wide open throttle what are you gonne use it for to add fuel? still usless as the safc will not reconize boost so for that split second you didnt tune it into cruise engine will run lean.. with running a rrfpr it is still usless.. your adding more fuel pressure wich is pushing a crp load more fuel thru the injectors do to increase in fuel pressure.. the safc will not be needed as every thing will be controled by the rrfpr. a safc really only works if your car has a maf sensor as say eclipse does.. or you are running some radical cams in your neon as a neon will run richer with radical cams at idle and go lean at wot.....i have ran all 3 setups in my neon.. i know how all three work and run...
