i don't think the oil would hurt anything. just try to aim for metal parts that look like they are suppose to move.

Got it. I gotta try and get that cap out of the way more, hard to get at stuff because of the giant a/c line in there.

Use oil as posted but make sure you get as much out as possible when done. To me the tag is a indicator for a rebuilt part. Use whatever you need to to get the plate to move IE screwdrivers, pliers, if you have to remove the pick-up mark the pick up to the base then remove it from the dizzy to give you more room to work.

There will be a arm or shaft that comes out of the vac pod and goes to a plate, that plate must move freely, it might be under the fixed plate or on top of it, too hard for me to tell from the pix. Try moving the shaft/rod first before you take anything apart if you can. needle nose, forceps, whatever you can use try it.

Okay. And I have to take the pickup out, right? Looks like the reluctor would have to go too, correct?

I had a thought about how to test the advance pod: remove it from the dizzy housing, put the cap back on the dizzy, and start the engine. Now, working properly it shouldn't do anything, but applying throttle should make it move if it works, correct?

You might not have to remove anything if it moves, if no movement yep you will be taking all apart. I will see or you can look for a dizzy break down pdf or sheet, check your manual for this info if you have one. Start the motor, 1/8-1/4 throttle, remove the vac hose from the dizzy it should slow down or stumble, then plug it back on the motor should pick up rpm if the vac advance is working.

That would be one way to test it, you can buy a handheld vac pump for like $10 up here this would tell you all.

It looks like that entire plate is solid, is there something underneath that or is that entire plate thing the pickup?

So on tap for tomorrow is: make sure the engine starts and runs after the cleaning, then test the vacuum pod, then attempt to make sure the advance stuff in the dizzy is mobile.

Here is a ez test, find a vac port on the carb that has full vac at idle, then plug the vac hose from the dizzy onto that port. the motor should speed up. I should have remembered this test long ago sorry. There might be three plate in there one under and one on top which one moves for the timing advance I can't say. They will all be removable they must be so as to be able to change the upper shaft bearing. How far you have to take it apart to get to that plate could be a pita as the bottom gear and shaft might have to come out.
