You should still get a 55 if the pcm is working regardless of codes. See if have spark coming out of the coil. If not the coil may be bad. There is no ballast resistor an a 1990. If you have spark do you hear the fuel pump prime the system when you turn the key to "on". Lastly when you crank it over press the throttle down a bit and see what happens. If the idle motor is failing it won't move the throttle enough for it to start. Or if it does stall out.

You didn't get it on the exhaust rather than compression stroke did you? Pull the plugs and use a wooden dowel rod to find when the #1 piston is at the top of the stroke. When it's TDC, check your rotor. If it isn't spot on, move it until it is. Replace everything and try to start it up. If it starts, great. Time it and go on. If it doesn't, pull the distributor and rotate it 180 degrees. I'll bet it starts then.
