After doing some research it sounds like there’s a high possibility that the o ring isn’t properly seated on the flat felt filter, I found this forum post of a near identical situation as mine including the codes

i also get a lot of bubbles on the dipstick i noticed, not necessarily a ‘foam’ but just bubbles, which leads me to believe there isn’t a great seal on the ring/filter and air is getting sucked in, gonna have to suck it all out and drop the pan, hopefully it’s that simple

So the verdict is in…I pumped out all the juice and dropped the pan, while I did not look at the o ring before unbolting the filter, the instant I removed the bolt for the filter it fell straight out, which basically confirmed it wasn’t seated properly or seated well at all (considering when I removed the original filter I had to use all my body and both hands to pull the filter out with the o ring still attached) and the o ring came down with it, I pressed the o ring in on its own first like the service manual apparently states then slid the filter up afterwards bolted it all back together filled her up and she runs like a new truck now
