Default 2003 dodge neon sxt

I have a 2003 neon that I bought for my wife. The previous owner hit a ditch, anyways now that it belongs us I find myself fixing a bunch of things which is no big deal things like this will happen, but there is one thing I can't figure out? Which is when the car gets above 2000 rpms it vibrate very bad and gets loud also when its about to shift, but seems like it shifts fine and I have checked the pulleys I don't think its any of those this problem is just really annoying and doesn't really seem to effect the performance idk what else it could be?

Welcome to DF
Do you have the 2.4 engine or the 2.0 ? Because if you have a 2.4, the problem could be a balance shaft. I will move your post to the 2nd gen neon section.

Could be broken torque struts, engine mount and/or transmission mount.

I would go with what darth said. Torque struts, engine mount, trans mount.

There is side tears on the left of the top one and the right of the bottom which makes me think the middle one is bad? Its vibrating on the side with the motor mounts not the trans mount

Yeah, usually if the torque struts go bad the middle motor mount goes bad rather quickly, especially if one got into an accident that would jolt the car good. Based on that and the vibrations right around 2,000 RPM, I'd personally replace the mounts.
