For the SRT-4 turbo engine, you will need the following parts:

Engine and Tranny
Complete Engine Wiring Harness
Complete Engine Bay Wiring Harness
Power Steering Pump, lines, and cooler
Clutch master and slave cylinder
Clutch/Brake Pedal assembly
Intercooler Piping
Intercooler
Radiator Hoses
Lower Motor Mounts (the hole in the lower mount is larger for larger bolts)
SRT PCM (wont' need the bracket if swapping into an 03+)
Axles (and half shaft if it isn't on the engine)
Coolant Bottle
Fuel Line from tank to engine bay
Fuel Pump
Flex Fuel line from solid fuel line to fuel rail
Short evap hose that comes from the purge valve
All vacuum lines and the 3 selonids
o2 Sensors
Turbo Housing + o2 Housing
Lower Control Arms (they're stronger yet the same in shape)

Some options parts would include:

SRT Power steering rack (it's shorter)
Knuckles
Flexiable Brake Lines
Calipers
Rotors

Yes, you'll need the pedal assemblies since you'll be changing transmissions..

i have an 03sxt, so if i understand you all right you can put that turbo on an automatic? Would i need to get a new speedometer to read at higher speeds?

Yes, you can turbocharge your automatic...however, you will not be able to run as much boost since the ATx cannot handle the added stress as well as the T-350 manual transmission. As for the speedometer, since you have an SXT your electronically speed limited to around 120mph anyways so te 120mph speedometer wont really matter either way...however, if you install MS'n'S you can remove the speed/rev limiters and you could swap in a R/T (140mph) or SRT-4 (160mph) gauge cluster.

alright, so im going turbo with my 01 R/T. I have a hahn non intercooled system. I know im gonna need a new fuel pump(and oil pump?). im looking at getting megasquirt, but im short on money right now so would i be alright running at say 5psi without the megasquirt and or oil pump. I know the high compression of the R/T becomes a problem at higher boost, but at what psi does it run best?...thanks to anyone that can help

You dont necessarily need the oil pump, its just a good idea because the aftermarket Melling M190 oil pump has a stronger rotor that is more resistant to detonation and failure. At 5psi on the Hahn 16g turbocharger you should be fine without MS and an upgraded oil pump...the higher compression doesnt really matter as long as your fuel tune is solid.

Afterall, all 00-02 Neons have the same 9.8:1 CR anyways. The major "problem" is the R/T PCM programming which likes to control timing a lot, which can make tuning with a RRFPR and return line a little more difficult to get right. One other thing you need is an intercooler, if your dont have an FMIC, do not isntall the turbo kit.

The general rule of thumb is to not exceed 250wtq, which, on a SRT-4 TD04 is around 12psi and on the Hahn 16g is around 10psi...if you want to push the limits of your connecting rods and risk a major break then thats your choice...but I would recommend staying around 8psi on the Hahn 16g to be safe.

Probably never...the only way they would ever lower the price is if they just want to get rid of them and they will lower the price drastically to do so. If the Neon was still in production and there was more competition in the turbo kit market then prices would also fall, however, there is no competition because there is barely a market, so the only company making the kits can determine the price they are sold at.
