Chips and tuners for 1996 Ram 5.9 gas

HemiFever has a tuner that will work for a 1996. It removes torque management on the engine. He has canned tunes and custom tunes available.
You can probably drive your truck to Autozone and they'll read the Check Engine Light for you.
How many miles are on the truck? Is the plenum fixed? Is it the original O2 sensors? If you do replace them, go with NTK, but don't do it until you fix your plenum.
Is the truck 2WD or 4WD? Shorty Headers are easier to install, just bolt them in. The Long Tubes can be difficult. I believe you run into clearance issues on the 4WD trucks if using Long Tube headers. You can modify them to work though.

Need to read the codes, and see what it is whining about then. Most auto parts stores will do that these days. It may just be whining about cat efficiency, and there is a workaround for that.
If by "chip it", you mean "install one of them two-wire 'chips' that go in the IAT circuit", don't bother. Its a waste of money. The claims are lies. The ONLY way to improve power/efficiency via the electronics, is with a tuner, that reprograms the PCM. Anything else is snake oil.
