You're not going to get pulled over for no cats. It's not like it's at all visible from another vehicle...
And unless your truck is rediculously loud (like louder thana mack truck loud) not even a cop who knows what a catalytic converter is or where it's located on EVERY vehicle is going to look to see if you have on there or not.

unless your runnin straight headers cops are not gonna screw with you,let alone crawl under your truck and give you a ticket for no cats, as long as you have a pipe exiting the vehicle you will be alright
In Virginia I've heard of them looking at radical late model vehicles for cats, and real likely during inspection, that's why I went with the gut method on my Ram and GTO, the Ram is right much of a pain to gut though, I had to cut the outlet pipe and weld back.
Dont hate the cops, Some of us are funlovin Ram owners too. Now for the low down on cats and state law. In Arkansas I cannot find any specific law pertaining to operating a vehicle without them However we do not have annual emissions or even roadside emissions inspection requirements. If your state does then there may be laws pertaining to the operation of a vehicle without them. It is against the law to have straight pipes or cutouts or bypasses allowing exhaustto travel outside of a muffler legal for sale in the state. It is my belief that there may be a law prohibiting a licensed shop to removecats like with freon recovery they are required to. You as an individual on the other hand are notsubject to the requirement to capture it. I qualify this by saying that I am only speaking for what my understanding of Arkansas law is.Now with reference to sound I am running flowmasters on my 99 ram & love the throaty sound but i think im gonna invest in some sound mat. My truck is loud enough to prohibit using my bluetooth headset at highway speeds soI want to quiet it down insidea tad.So If youget on it at every stop light or sit there revving it up or are actingout, then you get to stop and chat with your local law enforcement officer.Moral here is just drive reasonably and dont rack them off in townand you should steer clear of most officers.
I'm with tiny43 here, as long as ur reasonable with ur exhuast u won't have a problem. Don't sit there and stand on it in front of a cop. i currently have stacks on my 85 ram no cats, and glasspacks instead of mufflers, its loud. i had flowmasters before (weren't loud enuf for me) and that was loud. nvr got pulled over for it, and i didn't have cats on my truck with the flowmasters. so no u shouldn't get a ticket for it, just watch urself if u drive in the city my friend. cops are picky when it comes to noise in the city, luckily i live in the country so i ca let her scream on the backroads. but in town, i gotta be careful, cops frown on loud exhuast here in WI.

Some states have their own laws, some don't, but the primary emissions laws governing catalytic converters are done by the Feds: the EPA. (Unless you live in California, who has their own set of laws that are even more strict than the Federal Government.)
I believe the fine for any business (body shop) removing a catalytic converter is something like $10,000 or $20,000. For an individual, I wasn't sure, so I did some research... the most common answer from the people I've asked seems to be $2500 for the first offense, and some have said if they check again and one still isn't installed, they impound your vehicle and give you an additional fine of somewhere around $4000.
Even if the second part (about impounding) is incorrect, I still don't want a multi-thousand dollar fine. I mean, here in South Dakota they never check, but all it takes is once. Call me a stickler, but I'll never take it off without replacing it (either another stock one or a high-flow).
