I even tried connecting that black wire to the harness wire that came with it.. still nothing.
Dude, you are in way over your head. Find someone to install those for you. You'll thank me later.

Connect the parking light 12v (+) wire to the power source for your lights. It's as easy as that. Did you use a relay for your lights?

i dont know where the parking light wire is and i did not use a relay. I ran a wire from my battery to my switch (with a fuse on the wire.. came with lights) and i also connected my lights directly to the switch. diagrams, pictures, links would be appriciated. thanks

To use the running lights as a switch, you need to either look up the color of the wire or use a diagnostic tool such as a DMM or test light to determine the wire you need. You can then tap into that wire for power. This will replace the wire that you ran from your battery to your switch and will give power to your cab lights when the parking lights are turned on.
