Well, the sensors and pcm for a 95 truck would be OBD I bus compliant and sensors and PCM for a 98 would be OBD II. There's EGR on a 95 and no EGR for a 98. There are coolant temp sensors that aren't the same wiring for a 95 and a 98. The 95 injectors fire slightly more fuel than a 98 injector.

And to top it off, you reversed the current on the electrical system.

Did it ever run once before the battery charger incident? Did you block off the EGR port? Did you prep the engine to work with the 98 PCM (swap sensors)?

My best advice is to start over from scratch. Replace every fuse with a new one, since they are cheap, or at the very least get a multimeter and verify that they can transmit voltage from one pin to the other.

Then you'll need to get a schematic of the relays and verify that voltage is flowing across them correctly.

After you verify the integrity of electrical system, you can move on to other issues.

Aim is right on checking the fuses with a meter.
I have seen fuses look good that were not.

I checked the fuses with a meter only issue I saw was no voltage on the ignition fuse inside the fuse panel in the cab. All sensors, intake, throttle body, fuel rail from my 98 was swapped over.

You may of accidently burnt up a fuseable link in the line when you reversed the battery connection. There is a fuseable link running to the coil if my memory serves me correctly.

Once I get back to my house, I will look up on Alldata to see where it is located at and post it here so you can take a peek at it.

I think you should get the haynes manual out, because I think there are some fusible links you might have blown.

I just looked in the manual, all the fusable links are in the pdc and the only one which was burnt out was the 140amp one which has been replaced already.

It may of already been answered, but when you truned the key to run, did the check engine light come on? Have you done the key dance to see if there is actually a code in there that the scan tool has not seen? I ask because my 1997 Intrepid had a code in the PCM when the scan tool did not say there was one.

Another thing to verify 100% is when you took the multimeter to the fuses, did you have it on the Ohm setting? No not probe around in the fuse panel itself, just probe the fuses.

If the key dance does not show anything (and all the fuses themselves checked ok) if the check engine light is working then you may have 4 different issues with your truck...

1.) The engine, is it timed correctly? If it is out of time enough it can cause the issue.
2.) The PCM has been locked out (Need a new / used one)
3.) Static Discharge in the PCM has scrambled some of it's programming. Unplug the battery and the computer for a while and see if it has cleared.
4.) you did fry the computer or the battery, or a wire or 2 (Maybe both)..

Whats the key dance? I have replaced the battery already, also the battery has been out for over a week prior to trying to start it so I think number 3 is out. I checked the fuse box by checking for d.c at the fuse (pull fuse, insert probes, check for voltage). I have another computer being shipped right now.
