my freebie builder seems to have "fallen through" so looks like ill be taking it to the shop that originally built it to have it inspected, cleaned up and restored to short block form
with that much lift, will vac be an issue? will it lope?

It lopes....My lifters (almost solid rollers) take out some of the lope, I do drive it on the street once and awhile, brakes are so so.
I have a 236/242 with over .570 lift going in as soon the grinder gets back to me on it. My ported Eddies flow 299 at .600...So I need to be up there.
Might wanna consider a hydraboost conversion. Provided you can find a dodge diesel in the scrap yard..... I have a hard enough time just finding gassers.......

His cam is a bit more aggressive than yours..... so, your won't be quite that bad. 
You are going to need a custom tune anyway..... so, start with stock idle speed, and once you get everything as far as mixture goes dialed in, figger out what idle speed works best for you, and get the tune set for that.
